Abstract
This paper analyzes the relevance of the fear hypothesis on military expenditures by accounting for the distance to a potential threat country. We find little evidence of increasing military spending based on the proximity of threatening nations. Instead, we find that membership in organizations such as NATO does have a statistically significant mitigating effect on military spending.
